What is a Regulated (Licensed) Canadian Immigration Consultant-IRB?
A Regulated Canadian Immigration Consultant (RCIC) is an authorized representative by IRCC and is also regulated by College of Immigration and Citizenship Consultants. They can independently handle various cases with IRCC on behalf of clients, assisting them with visa, immigration, and citizenship applications among other related tasks.
Different from RCICs, those with the RCIC-IRB license have a broader scope of practice. They can not only represent clients in various visa and immigration cases, they are also authorized to practice before IRB during immigration/refugee hearings.

Dr. Rachael Wang is the founder of SignGuide Immigration Consultancy and a lifelong learner. She was born and raised in northern China and has been living in Canada for over a decade. Rachael obtained her undergraduate degree from Nankai University and studied as a master’s student at Sun Yat-sen University. She completed her PhD at Western University (UWO) in Canada, focusing on the functionalization of Peptide Nucleic Acids through post-synthetic click chemistry.
In her spare time, Rachael completed a Graduate Diploma in Immigration and Citizenship Law at Queen’s University in Canada and founded Superior Educational Consulting Firm and SignGuide Immigration Consultancy Firm. She is a Regulated Canadian Immigration Consultant-IRB (RCIC-IRB, license number R713343), a member of the College of Immigration and Citizenship Consultants (CICC), and a member of the Canadian Association of Professional Immigration Consultants (CAPIC).

Rachael experienced the difficulties faced by international students and first-generation immigrants during her journey of studying abroad, immigrating, getting married, having children, and settling down in Canada. She went through the challenges of language and cultural barriers and the hard work of having to handle everything on her own in a foreign country. As a result, she hopes to use her network and experience accumulated over the years to provide practical and effective assistance to international students and immigrants, helping them grow and succeed in Canada, both for themselves and for future generations.

With a Master's degree in Finance from DePaul University in the United States, a Master's degree in Education from Brock University in Canada, and a Graduate Diploma in Immigration and Citizenship Law from Queen's University in Canada, Laura has the experience of working and studying in China, the United States, and Canada. Before becoming a Regulated Canadian Immigration Consultant, she dedicated over 10 years to the education industry, providing guidance for international students, language training, and helping more than 5,000 students enhance their language skills to achieve their dreams of studying abroad. She is a renowned expert in teaching writing courses. Laura's rigorous and solid writing foundation also enables her to oversee immigration documentation for major projects. She is an immigration consultant who pays close attention to detail and her clients' long-term development. She provides constructive advice in areas such as language proficiency enhancement, legal provision interpretation , document preparation, and long-term immigration planning, serving as a "treasure trove" of insights for her clients.

Adam, a native of Nova Scotia on the East Coast of Canada, is a licensed Regulated Canadian Immigration Consultant-IRB (RCIC-IRB) with license number R731016. He earned a graduate diploma in Immigration and Citizenship Law from Queen's University. Before specializing in immigration, Adam earned a B.Sc. in Science from Saint Mary's University (2012) and a PharmB degree from Dalhousie University (2016).
In his role as an immigration consultant, Adam offers invaluable experience and firsthand knowledge. He became familiar with Canada’s immigration system when assisting his partner with their immigration journey. It was then that he recognized the profound impact clear and knowledgeable guidance can have.
Clients can expect a strong emphasis on transparency and communication from Adam. He is dedicated to providing consistent updates regarding application statuses, ensuring that every client feels genuinely recognized, heard, and understood.
Outside of his work as an RCIC-IRB, Adam is also a licensed pharmacist and is deeply passionate about international health access. His qualifications also include a designation from the International Society of Travel Medicine.
